The retainage analysis shall provide a value of retainage which will be a longterm average of the percentage of water used which is not returned to the sewer.

    (2)

The user shall pay the engineer's fees for the retainage analysis.

    (3)

The retainage analysis must bear the seal of the engineer who performed the analysis.

    (4)

The water system may elect, at its sole discretion, to waive one of the two annual retainage analyses.

    (5)

The county reserves the right to dictate which months of the year the retainage analyses will be performed.
