The application for a permit shall be accompanied by the appropriate permit fee. This
fee shall be set by a fee schedule adopted and approved by the board of commissioners,
as may be amended from time to time. The fee schedule for sign permits under this
chapter shall be on file at the county clerk's office and at the community development
agency. Any person, company or entity who commences work on a sign before obtaining
the necessary permits, or exceeds the scope of work authorized by the necessary permits,
shall be subject to a penalty fee equal to the required permit fees. The penalty fee
shall be paid in addition to the required permit fee. The penalty fee shall not to
exceed $1,000.00.
