The county is authorized to make such reasonable inspections as it deems necessary
of any areas of special flood hazard or of work or development within such areas,
and to enter at reasonable times upon property for the purpose of investigating or
inspecting sites within such areas if development is being carried on or if the county
reasonably believes violations of this article may have occurred.
(b)
No person shall refuse entry or access to any authorized agent or representative of
the county who requests entry for purposes of inspection, and who presents appropriate
credentials; nor shall any person obstruct, hamper or interfere with such representative
while in the process of carrying out official duties.
