A resident door-to-door salesperson shall obtain a door-to-door salesperson's permit
and be subject to all rules and regulations of this division.
(b)
A resident door-to-door salesperson who solicits orders as described in this division
and whose employer does not maintain a place for doing business in the county so as
to be subject to the government rules and regulations of this chapter shall be deemed
a nonresident door-to-door salesperson and shall comply with the regulations of this
division.
