There is hereby created a court under the provisions of the Code of Georgia of 1933,
section 2-4201, being article VI, section VII, paragraph I, of the constitution of
1945, which shall be known as the state court [formerly civil and criminal court]
of Cobb County, and which shall have the powers and duties hereinafter set out.
