As of the effective date of this section, the board of commissioners shall not take
any action to select a site for or to approve the operation of any additional municipal
solid waste landfills until the board enacts and implements a local solid waste management
plan which provides for the reduction and recycling of solid waste generated within
the county in accordance with the procedures and standards provided in O.C.G.A. §
12-8-31.1.
